SSA funds misappropriated in Arunachal: BJP

Itanagar, Nov 20: The BJP today alleged that huge amounts of central funds allocated for Computer Aided Learning (CAL) programme under the Sarva Shiksha Abhiyan (SSA) has been "misappropriated" by Arunachal Pradesh education department, a charge denied by the state government.

"The education department misappropriated the amount by awarding contract to a firm without floating any tender," BJP state-level monitoring and vigilance committee chairman Tapen Siga said in a press conference here.

The firm's chairman is state Congress president Padi Richo and it was registered at Shillong on January 7, 2009, three days prior to signing of the MoU with the state's SSA Mission, Siga said.

When contacted, Richo refuted the charge, saying he was being targeted as he had taken charge of the state's Congress unit.

An education department spokesperson said there was no truth in the charges.

The MoU was signed between the state's SSA Mission and the Arunachal Pradesh Manpower and Project Consultancy Ltd, on January 10, 2009 for supplying CAL materials to 256 primary schools in the state.

Demanding a CBI probe into the scam, Siga alleged that though the total contract amount was Rs 18.99 crore, the department paid 27.71 crore to the firm.

A nine-member state-level monitoring and vigilance committee was constituted a few months back under the guidance of BJP leader and Union Minister Kiren Rijiju to monitor the implementation of developmental projects in the state and to keep vigil on proper utilisation of central funds.

She was the lone child, born to Late Ekoh Mele and Kesheli Chai of 19th Mile village in Sunpura circle on 1st January 1937 in Lohit district of the then undivided Assam.

With the clock striking the midnight hour on August 14-15, 1947 a new nation took its rightful place among the comity of the nations; with  the first prime minister of free India, Pandit Jawaharlal Nehru delivering his now famous 'Tryst with Destiny' speech on the floor of the parliament.

Here in Tezu of NEFA, to commemorate the occasion; an Assistant Political Officer late Lakheswar Sharma had by then arrived in Tezu from Sadiya to hoist the national flag of a 'free nation' on 15th August. It was, when he noticed a young girl of 6-7 years outsmarting the rest in appearance as well as actions. Impressed, after consultation with the parent of the young girl, Sharma and his late wife Pronita took the girl under their wings, along with rest of their children and enrolled her to a school at Goshala Market in Sadiya. She continued her education until 1952 at the Sadiya and later joined another one at Margherita with hostel facilities to pursue higher education. During her educational stay in Margherita, an education officer by the name of Simon encouraged her to undergo training as a teacher. She was further boosted towards the teaching profession by another towering educationist, Indira Miri, who herself later went on to become the builder of education system in the present day state of Arunachal Pradesh.

After completion of her teacher training, she joined her service as an assistant teacher in 1956 in Tezu and retired on 1st January' 1997.

She was recognized by the state government for her outstanding contribution, sincerity, dedication in creating awareness about education and her duties by awarding her the Best State Teacher Award in the year by awarding her the "Best State Teacher" award in 1983.

As a result, countless engineers, doctors, administrative officials, businesspersons, other alumni of the school occupy and will continue to occupy higher echelons of public importance.

She led a blissfully wedded life after her marriage to Dratu Lingi, a Translator for Mishmi Language. However, the destiny of a happy life was short-lived, when her husband was snatched off her life. Despite being widowed at an early age, she ensured that no stones were left unturned with regard to education for her children. Of the five siblings, the eldest, Bisar Lingi is a headmaster, while one of the daughters, Mana Lingi is a principal in government school. Other daughter, Mala Linggi is a District Sports Officer, in fact, she is the first Arunachalee woman to graduate as a Bachelor in Physical Education from premiere institute of Laxmibai Institute of Physical Education, Gwalior. Eldest daughter, Maya Lingi is first Arunachalee woman to hold M.Phil degree from Jawaharlal Nehru Univiersity, Delhi is presently working as an additional director in Parliament of India. The youngest son, Biraj Lingi is self-employed as well as a singer par-excellence.

One of her illustrious student, who incidentally happen to be a National Teacher Awardee-2013, Hage Bibijan recalled with much love and affection, how her beloved teacher used to knock the door of every house in the vicinity of the school in Telluliang village, urging parents to enrol their kids in the school way back in the year 1964, when education was almost nil in the area.

"I owe the honour of being an National Teacher Awardee to my first teacher, who imbibed in us the values of sincerity, integrity, dedication towards one's duties and responsibilities at formative stage of our lives", the national teacher awardee said.

Lack of professionalism hurting growth of football

Todo United FC of Arunachal Pradesh scripted history, when they stunned Mohun Bagan Football Club, Kolkata by 4-1 in the quarterfinals of the North East India Cup Football-2014 tournament held at North Lakhimpur, Assam. First time in the history of Arunachal football, a team from state has managed to defeat an established football club like Mohan Bagan, which has rich history. Such kind of result can give fillip to the football in the state.

Despite being the most popular sports, football has not grown properly. Lack of professionalism has badly hurt the growth of football.  At a time when Hero Indian Super League (ISL) has taken Indian football by storm, it is strange that not a single player from Arunachal is playing in the popular league. The football administrators of Arunachal should take some blame for failing to improve infrastructures at grass-root level. Poor infrastructure is the biggest hurdle for development of football. All the stakeholders should join together and work for the improvement of football in Arunachal. In the meanwhile let us rejoice over spectacular success of Todo United FC.

Please detour, Mr. President

Dear Editor,

If Mr. President Pranab Mukerjee gets a little more adventurous, and asks his driver not to follow the Pilot Car and drives around random sectors of Capital Complex, rather than in the planned route Helipad, Yupia Road---NIT, right now Shinning,  we can have speedy, rare maintenance of roads everywhere in Capital Complex perhaps.

For example, he could drive from Helipad to Karsingsa and enjoy  the ride.

Also if he plans on a road trip to other districts as real Arunachal is out there, not just capital complex), I could hope the roads which have not been repaired since my school days may get some life back.

Yours,

Mito Rumi

Will the condition get any better?

Dear Editor,

Adi basti is one of the oldest colonies in Itanagar and yet the road is in its worst condition. To top it one has to go through unpleasant smell of garbage laid openly in front of the colony which looks highly unhygienic and annoys you at the same time. There was never a concrete road. Few years back it was mended only to change and take its rugged and uneven form after a few rainfalls. Adi basti is in real need of attention from the concern authorities as the people residing there is facing great difficulties, also it is a sloppy area and a bad road connection can make it prone to accidents. I want to question the concern authority if the condition of road will get any better? Or it will remain neglected?

Yours,

Concern resident of Adi Basti

Under your leadership the people of 35 Pangin and 32 Rumgong constituency has been blessed with its own new district “Siang”for which we cherish and appreciate your government.

My list of complaints

Dear Editor,

I have read the article titled "Contradictory policies" in the reader's forum. It is really praise worthy of Nabam Tado, Member Secretary, AAPSU for having made the new and contradictory land allotment policy of GoAP public through this popular paper.

And I would request all student unions, civil societies, elite societies, professors and students of university and colleges, journalists, secretaries, social activists, RTI activists, ruling party and opposition party to debate, discuss and investigate the reasons for this new and contradictory land allotment policy which will have serious and far reaching consequences for the general public of AP.

After PDS scam issue, the journalists of this paper and other papers of AP, have completely stopped journalism. All the papers of AP just report very trivial news like this minister inaugurated this, there was this program, there was badminton, football, karate matches, there was this fire accident, this student union said this and that, and many more news which has hardly any substance.

The media especially the news papers of AP have become totally dysfunctional. It cannot even trace what the government is doing, it utterly fails to address essential aspects of society.

If you fail to do your responsibility, the society will never do its responsibility. Doesn't your conscience tell you about your duty?

My kind request is that you do some appraisal about your tasks and accomplishments. Can anyone of you do a survey on the conditions and contributions of newspapers or media or press in AP and publish it. Everyday so many people of AP read your paper, but they are being fed junk.

Am sorry for my many complaints. Bear with me.

A questionable move

Dear Editor,

The propriety of a controversies ridden Arunachal Pradesh Public Service Commission (APPSC) recruiting Assistant Professors and now advertising for the post of Finance & Accounts officer/Treasury officer that too at the time when it is under enquiry by Magisterial enquiry committee set up by Govt of Arunachal Pradesh to probe the alleged leakage of question paper in APPSCCE (Mains), 2014 is highly questionable.

It seems the present members of APPSC are making mockery of the prestigious constitutional body which is unacceptable and untenable.

Yours,

A Concern Citizen
